Griswold has experienced traditional industries becoming non-competitive, buildings becoming functionally obsolete, downtown affected by new retail development at expressway interchanges, and employment base changing and relocating. To attempt to counter these factors the community embarked on a Municipal Development Planning process. TPA was chosen to assist the Economic Development Commission in preparing the Plan. TPA recommended four areas of the community for attention. Programs for reuse were prepared for the redevelopment or renewal of each area. The plans included projected implementation costs, job creation potential, constructed value, and tax income to the community.
