RPS, an emerging leader in the package delivery industry and now owned by Federal Express, was faced with implementing the provisions of a 10-year resource management plan incorporated as part of a complex series of approvals and permits at the local, state, and federal level. The Town was granted a perpetual conservation easement to a 50-acre site adjacent to the Willington facility as compensation for use of wetlands and the relocation of an intermittent stream. The Resource Management Plan was intended to guide activities on the 50-acre site for purposed of wildlife habitat creation and/or maintenance.
TPA was retained beginning in 1997 to provide overall guidance and to conduct the bi-annual surveys. Extensive coordination was required in the first year due to the inconsistencies between the original plan and actual post construction field conditions. A site reconnaissance was arranged with the Connecticut Department of Environmental Protection, the US Army Corps of Engineers, and the Town with the goal of modifying a number of the provisions. TPA's recommendations were accepted and resulted in significant reduction of costs and level of effort to RPS yet the overall goal of wildlife habitat management has been preserved. TPA continues monitoring the area in the spring and fall of each year and serves RPS on an as-needed basis as implementation proceeds. |
